Quickie: Shoup vs O'Toole

Interesting exchange, Charles (and thanks for sending the original NY Times article, too, that sparked this debate). Strange how O'Toole, a libertarian free market defender, would be against pricing public curb parking, which is a resource with market demand. He seems more a defender of status quo suburban development and parking practices...
